1. Opening remarks

The Canadian Nuclear Safety Commission (CNSC) provided opening remarks and welcomed participants to the second Potassium Iodide (KI) Pill Working Group Teleconference.

The purpose of this teleconference was to confirm the Phase I Workshop logistics with the Working Group members, and address any questions regarding the Workshop and the Working Group in general.

CNSC first wanted to highlight a few of items that may be of interest to the Working Group members:

  1. CNSC provided an update on the KI Pill Working Group to the CNSC Commission during the Commission Meeting that took place on October 3, 2019. Overall the Commission Members were satisfied with the update and were looking forward to more information following the conduct of the Phase I Workshop.
  2. The meeting minutes for the KI Pill Working Group Introductory Teleconference and the meeting minutes from the two Advisory Committee Meetings have been translated into French, and are currently undergoing French editing/review. Once complete, they will be publicly posted to the CNSC KI Pill Working Group Webpage. It was noted that CELA requested to be notified when they are posted so that they can leverage their social media platforms to raise awareness of the work done by the KI Pill Working Group.

2. Confirm Phase I Workshop Logistics

The following information was provided to all Working Group members in advance:

Date: November 4 and 5, 2019

Time: 08:30 – 16:00 Eastern Time

Meals: Refreshments and lunch will be provided

Parking: Information included in email from Alay Patel (OPG)

Presentations: Working Group members are encouraged to use the presentation template of their choosing. The presentations for the municipalities are scheduled for ten minutes each, bearing in mind that there will be flexibility if further discussions and/or questions arise.

The following actions were identified as it relates to the Workshop logistics:

Action 1:

CNSC to circulate Workshop Agenda to Working Group members in advance of the Workshop.

Action 2:

Working Group members to send participant names (up to two people per organization) to Alay Patel and Lee Casterton.

Action 3:

Participants to provide Alay Patel with any dietary restrictions.

Action 4:

OPG to send a list of hotels in the area to the Working Group members.

3. Discuss Draft Phase I Report/Framework

The Draft Phase I Report was discussed with each Working Group member in previous one-on-one conversations. CNSC emphasized that the draft report that will be distributed prior to the workshop is not complete; however, it will give the members an understanding of the report framework and potential focus areas. The content of the report will be driven by the input received by all Working Group members during the Phase I Workshop, as well as any additional submissions, meetings or discussions after the Workshop.

Action 5:

CNSC to send a copy of the draft report to Working Group members by October 17, 2019.

Action 6:

Working Group members may send comments/feedback on the draft report to Lee Casterton by October 31, 2019 to raise at the Workshop, or may raise comments at the workshop directly.

Any feedback received prior to the Workshop will be compiled and sent out to the Working Group members for consideration during the Workshop.

During Day 2 of the Workshop, there will be an opportunity to discuss the process for finalizing the report and sending it out for public comments. The aim is to have the report drafted and posted for a 30-day public comment period by January 2020; this will allow enough time to compile and review the contents of the report, and ensure that it has received the necessary review and/or approval from the appropriate levels of management.

Action 7:

CNSC to provide the Working Group members with information on the anticipated report review process and the public review process so that it can be discussed with their management.

A Working Group member inquired about whether the report will include recommendations. CNSC indicated that this will ultimately be determined by the Working Group members. Any recommendations would be a group decision; if it aligns with the scope of Phase I it could be included in the Phase I report, or it may be included in the scope for Phase II.

CNSC also indicated that following the Workshop there will be other opportunities in November or December 2019 to have a teleconference with the Working Group members to discuss the status of the report.

4. Open Discussion - Questions from Members on Phase I Workshop

SharePoint: CNSC confirmed that the Workshop presentations should be posted to the SharePoint that was set up by OPG. Working Group members are encouraged to contact Alay Patel or Lee Casterton if they have any issues using SharePoint.

Municipality representatives: It was reiterated that the municipality representatives on the KI Pill Working Group were responsible for disseminating information to lower tier municipalities and liaise any questions back to the Working Group. Following the Workshop, opportunities for direct engagement with the lower tier municipalities may be considered if appropriate.

5. Closing Remarks

CNSC thanked all the Working Group members for their participation in the Teleconference and their ongoing support to the overall KI Pill Working Group.
