Participant Funding for Canadian Nuclear Laboratories Ltd.'s Nuclear Research and Test Establishment Decommissioning Licence Renewal for the Whiteshell Laboratories Site

Participant funding for Canadian Nuclear Laboratories (CNL) Ltd.’s nuclear research and test establishment decommissioning licence renewal for the Whiteshell Laboratories site will be open from February 18, 2019 to May 10, 2019.

Participant funding notice

The Canadian Nuclear Safety Commission (CNSC) is offering participant funding to assist Indigenous peoples, members of the public, and stakeholders in the review of the licence renewal application and the Commission hearing process for the nuclear research and test establishment decommissioning licence (NRTEDL) for the Whiteshell Laboratories (WL) site by CNL.

The CNSC will hold a one-part public hearing on October 2–3, 2019 to consider an application from CNL to renew its NRTEDL for the WL site for a period of 10 years. The current licence expires on December 31, 2019 and authorizes CNL to perform decommissioning activities at WL site facilities, including the Whiteshell Reactor-1 (WR-1) reactor, waste management areas, storage facilities, and other nuclear and non-nuclear buildings. The proposed licence renewal would allow CNL to continue to perform previously-approved decommissioning activities at the WL site. Please note that the decision regarding CNL’s proposed in-situ decommissioning of the WR-1 reactor will not be considered at this hearing. The WL site is located near Pinawa, Manitoba, approximately 100 km northeast of Winnipeg, Manitoba.

Up to $50,000 in participant funding will be disbursed among all eligible applicants for the provision of new, distinctive and valuable information through informed and topic-specific interventions to the Commission. Funding will be awarded for the review of documentation, including CNSC staff’s documents and CNL’s Commission member documents, and for participation in the public Commission hearing.

The deadline for submitting a participant funding application is May 10, 2019.

A funding review committee that is independent of the CNSC will consider all applications for funding and make recommendations on the allocation of funds.

The CNSC regulates the use of nuclear energy and materials to protect health, safety, security and the environment; to implement Canada’s international commitments on the peaceful use of nuclear energy; and to disseminate objective scientific, technical and regulatory information to the public.
